What was understood in the seventh century
Ancient peoples associated water with life and fertility, since rain revived arid land and every animal needs water to survive. This dependence was plainly visible, and nowhere more so than in a desert society, where the arrival of rain meant the return of vegetation, grazing and the possibility of settled life. Water as the condition of life was among the most immediate of observations.
What was absent was any concept that living cells are predominantly water, or any scientific idea that life first arose in an aquatic environment. The two verses go further than the observed dependence of life on water. Surah al-Anbiya 21:30 states that God "made from water every living thing," and Surah an-Nur 24:45 that "Allah has created every creature from water," then classes creatures by how they move, on the belly, on two legs, on four. The phrasing locates water in the constitution or origin of the living, not merely in its upkeep.
The modern correspondence
Modern biology establishes that water is the principal component of living cells and organisms, typically comprising a large majority of body and cellular mass, and that all known biochemistry proceeds in aqueous solution. The cell is, in effect, a watery medium in which the molecules of life fold, meet and react; without it the reactions that constitute metabolism do not occur. This centrality of water to living matter was inaccessible before the microscope and the chemistry of the cell.
Prevailing scientific accounts of the origin of life, or abiogenesis, likewise place its beginnings in watery environments such as oceans, tidal settings or hydrothermal systems on the sea floor. On this account the earliest self-replicating chemistry required an aqueous medium, so that water is bound up not only with the maintenance of life but with its very emergence.
Commentators read "made from water every living thing" as consonant with both the high water content of living things and their probable aquatic origin, understandings that postdate the nineteenth and twentieth centuries. The classification in 24:45, ordering creatures by how they move while grounding all of them alike in water, is read as widening the claim across the whole animal world rather than confining it to a single kind. Skeptics argue that the vital role of water was obvious in a desert society, so "made from water" need imply nothing beyond that dependence, which any observer could affirm.
